It depends on what area your suggestions are in. For general suggestions, the main method is to raise an issue in IssueZilla on the OpenOffice.org website... this ensures that your suggestion is public, and tracked.
For more specific areas, you can try posting a message to the specific project mailing list. for example if your suggestion was specific to the User Interface, you would log into the OpenOffice.org website, and go to http://ui.openoffice.org/ Then from there, click "Mailing lists" on the left hand side. This will show you all the mailing lists and allow you to subscribe (if you're not already subscribed). This process is the same for each project... find the project that applies, and then find the mailing lists for that project.
The OOo developers themselves are not regulars here on this forum (although some are lurking here) - this forum is all about users helping users.

I took several detours before I finally registered myself on My Pages at www.openoffice.com. It was fairly straight forward once I was there.

it seems you have taken the wrong site.
AFAIK openoffice.com has nothing in common with openOffice.org which is the home of the OpenOffice.org Office suite. the .COM site seems to be somewhat commercial. I would say it's a good idea to unsubscribe at this site if possible.
If you got a confirmation mail from openoffice.org at least the redirection from the com site was correct.
