ooBase expert needed

Good Day, I have a relational database project that is beyond my capabilities. How do I find someone that can do this project for me? It has a lot of interrelated fields that are too complex for me to learn ooBase in the time frame to get this project up and running. Time frame is as soon as someone steps up to the plate.
