Hi
The circumstances: My computer is real wonky and I'm on the waiting list for a steam-cleaning from WHATTHETECH.
Writer has become unusable---can't navigate in a document; can't save; can't type or paste except with long waiting for something to respond.
Thought re-installation might fix it. (I'm being impatient!)
Downloaded, unpacked; no Install wizard.
So here I sit. (I should wait for WTT, but being without word processing is crippling.)
Thoughts-help-advice?

Try switching to LibreOffice and see if you have better luck with that. There are several good reasons for making the switch anyway, some of which are mentioned here: [Tutorial] Considering a Switch from OpenOffice to LibreOffice? Some Useful Information

If I remember correctly, one downloads an .exe file in Windows; double clicking that should cause it to install. No need to explicitly unpack (read: do not)

The referenced instructions are what I've been following.
Usually when I download such a program, it asks if I want to save it. Then when it is complete, I click on the download and it opens my unzipping app. I unzip it and see some folders and files. Usually there is a .exe file which, clicked on, starts the installation wizard.
In this instance, as reported, I can't identify any .exe file.
There she sits.
I don't know if any of the difference is from having Open Office already installed (behaving badly---slow to the point of effectively being hung up at every stage.) I would have thought if that were any kind of problem, I'd see a message. Or it would ask me what I wanted to do. If I needed to uninstall the previous copy I'd expect to see an instruction to that effect.
I do this stuff so infrequently I could just be forgetting a step. Doesn't seem like it, though.

The procedure should go like this - using an old Win 7 machine.
1. Download the installation package from https://openoffice.org/download/ You did get it via that link? The download ends up in whatever you have configured as a download folder for your browser; normally Downloads. 2. A double click on the downloaded file will show a dialog offering to unpack the installation files. 3. Accept and you are offered the option of defining where the files will be unpacked; normally accept the default. Choosing unpack will unpack the installer, place the files in the selected directory and add a shortcut to that directory on your desktop.
3a. Contents of the directory The installer should then start automatically. How far do you get in the steps shown above?

So I followed your instructions, downloading from Source Forge, and everything worked fine (of course.)
[There was no indication in the process as to what it did or did not do with the previous installation. I seemed to end up with one copy of the program.]
Unhappily, the end result is still unusable, everything hanging up forever as before.
I think I can get the response from WHATTHETECH by Monday, and get a check-up/cleanup of the computer going.
"Just for fun" I may try uninstalling OO and reinstall it. Or try LIbre Office as suggested above. Or be patient and wait for the read.
I do a music livecast on Sundays and rely on some printed out material because I'm always jamming in songs I don't really know. Time to take my Prevagen, I guess.

Do you mean that it does install and you see the last installation process telling you it's done? And then launching AOO it stalls?
Have you tried to reset your OpenOffice user profile?
Else, it may be a problem with your antivirus preventing AOO from running smoothly.
