Hello everyone. I am sure this might be an easy fix.
I publish books and two of them need new margins before I move them to a new publisher.
However, the spacing between paragraphs carries over to the top of the next page when typed. The result is the top-of-the-page text being out of alignment.
What settings eliminate spacing at the top of a page? I don't want to hit the backspace button. One book has 66 pages out of line.

Do you mean the spacing in between the two lines "This was something he had noticed..." and "paddled into the shore..." on the left page is larger than you want?
The spacing of lines inside paragraphs is set by Format menu/paragraph/indents & spacing tab/Line spacing

By turning on View menu/non printing characters you can see whether a line is the start of a new paragraph (previous line will end in a ¶) or not.
If the problem is a continuation of one paragraph from the previous page rather than a new paragraph starting, you can use the enter key to start a new paragraph there which can then have different internal line spacing set than the previous one.

Examining a bit more it looks like there is no bigger gap between the lines, that's an illusion caused by your drawing the line there.
Turn on viewing the non-printing characters and look at the spacing above and spacing below of the paragraphs and see if there are blank paragraph lines.

Another thing that can affect the spacing at the top of the page is if the pages have different page styles with different top margins.
If you still can't fix it, if you post a sample document trimmed to the minimum size to show the problem then people can look at it directly.

In OpenOffice, /Tools /Options /OpenOffice Writer /Compatibility, there is a setting "Add paragraph and table spacing at tops of pages (in current document)". Perhaps unchecking this may help. Also your paragraph spacing should be applied by Space above and Space below settings in the paragraph styles in use, _not_ by empty paragraphs.
When doing formatting it is very helpful [read: essential] to turn on /View /Non printing Characters. Most doing serious formatting or working with long documents will have this selected by default; one quickly gets used to the display, which is non-printing.

Can you upload an extract of the file, for example those 2 pages (see: How to attach a document here)?
Showing the non-printable characters may help. It's not clear if there are any blank paragraph or where are the text/header limits.

The last two paragraphs on the second page don't have any spacing between them. How was that spacing removed? It's impossible to tell how the paragraphs were formatted by looking at a picture of a page. A real sample text document is needed.
