I saved Tax returns from TurboTax in OpenOffice as a PDF but when I open them I get a language window and then the DOC opens up completely unreadable with random letters and symbols, What do I do to open these?

PDF is a special format for documents that can be viewed on any operating system, it was not intended for editing. LibreOffice can open PDF files in Draw, but editing is very limited. Try to open the file with a PDF viewer.
