Have you done a web search for them? lucida fonts

Why the requirement for UTF-8 a opposed to ASCII? Do you need characters outside the ASCII set?

See Lucida Calligraphy where Lucida fonts can be bought for $5.99 each.

Be aware that if you send a .odt person to someone who does not have the font installed, their OS will silently substitute a font which they do have and the document will look different.

OpenOffice embeds fonts into the PDFs it creates so the recipient does not need to have the font installed but I think this depends on whether the font is licenced to be embedded.
LO 6.4.4.2, Windows 10 Home 64 bit

See the Writer Guide, the Writer FAQ, the Writer Tutorials and Writer for students.

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.
