Managed to resolve this by creating a new label using a brand template & the sync button appeared, then I tried my custom label again & the sync button was back.

FYI, I had the same problem. It appears as if the "Synchronize" setting in the Options window for labels is OFF by default. Flipping that checkbox returned the sync button.

FYI
you can restore the [Synchronize Labels] window by doing the following:'
go to Tools->Option->LibreOffice->Advanced
press the [Expert Configuration] button
In the search box type synchronize
You'll find a property called Label->synchronize which you can double click to set to True/False
After changing to [True], restart LibreOffice to allow restoring this window/function
